Settlers in the west bank had access when Palestinians right across the street didn't. And even palestinian with israeli citizenship were not vaccinated at the same rate as the others

As for voting, Palestinians vote in (you guessed it) Palestinian elections (when they have them). Freedom of movement: Israel has borders like any other nation so people who aren’t citizens don’t get to move freely there.

I mean, the US only vaccinates US soldiers based in Korea, and maybe Koreans working on bases...not all Koreans.
